F77_LOCAL Extrinsic

Write a FORTRAN 77 extrinsic procedure to add together local segments of 2D co-mapped arrays, A, B and C. Write one version of this for BLOCK distributed dummy arguments and one version for CYCLIC distributed dummy arguments.
